Regional Operations & Trade Execution Manager (East Africa)

Job Description:

The Regional Operations & Trade Execution Manager will lead JOVAL’s activities across East Africa and beyond, managing the end-to-end process of converting digital marketplace listings into executed physical trades. This position ensures buyer verification, logistics coordination, inspection compliance, and LC documentation from shipment initiation to final delivery. The role requires strong coordination with the office, the GCC, inspection companies, shipping agents, and local regulatory bodies. The ideal candidate combines operational execution skills with trade finance understanding and compliance discipline.

Key Responsibilities:

Buyer Development & Onboarding:

  • Identify, verify, and onboard licensed OMCs (Oil Marketing Companies) fuel distributors, and large-volume off-takers across Kenya, Tanzania, Uganda, Rwanda, and DRC.
  • Conduct verification of the company CR, import license, VAT, and trade reference documents.
  • Maintain a buyer pipeline exceeding 500,000 MT cumulative demand over five months.
  • Establish supply contracts under CIF/FOB terms aligned with JOVAL marketplace compliance standards.

 

Trade Execution & Coordination:

  • Coordinate daily with GCC office and shipping agents to align vessel schedules and delivery timelines.
  • Manage all SGS/Intertek inspection documentation prior to shipment and post-discharge.
  • Supervise customs clearance, discharge confirmation, and delivery milestones.
  • Track vessel movement and provide ETA updates to management and buyers.
  • Prepare end-of-trade reports with cost breakdown, insurance verification, and delivery certification.

 

Financial & LC Management:

  • Liaise with buyer’s banks for LC/SBLC issuance and coordinate verification with GCC office.
  • Ensure all LC terms meet JOVAL compliance standards
  • File and reconcile trade documentation for bank submission and payout verification.
  • Track LC expiry and performance bonds to ensure full adherence to trade agreements.

Compliance & Regulatory Oversight:

  • Implement KYC verification for all buyers and logistics partners.
  • Maintain updated compliance registry for every active trade (LC, SGS, COO, BL, invoice, insurance).
  • Monitor African energy import regulations and ensure all transactions meet NEMA, EPRA, and customs requirements.
  • File weekly compliance and performance reports to the Executive Director.
  • Report any potential sanctions risk or irregular documentation to Executive Director.

 

Market Intelligence & Reporting:

  • Conduct continuous market monitoring for East African diesel demand, regulatory caps, and pricing trends.
  • Provide monthly regional insight reports comparing landed cost vs retail ceiling prices.
  • Advise management on risk mitigation and pricing strategy adjustments.
